The U.S. Department of Justice (DOJ) recently announced updates to its “Evaluation of Corporate Compliance Programs,” in effect outlining the details prosecutors follow when investigating organizations and assessing the effectiveness of their compliance efforts.
These guidelines for evaluating compliance programs are subjective, not prescriptive. Even the (DOJ) expresses that their guidance is not a “checklist nor a formula” for compliance.
So, what do these guidelines mean, and how do you translate theory into useful practice?
Hear from the author of the original version of the “Evaluation of Corporate Compliance,” Hui Chen, to get an insider’s view on how to apply the guidance. She will be joined by Carrie Penman, who will provide her unique perspective as a practicing Chief Compliance Officer to the conversation.

As the first-ever Compliance Counsel Expert at the DOJ, Hui was the exclusive consultant to the white-collar crime federal prosecutors in the Fraud Section, reviewing corporate ethics & compliance programs of companies in areas such as anti-fraud, anti-bribery/kickback, healthcare, quality control, and more. She worked on landmark cases such as Petrobras, Tenant Healthcare, VW, and BP’s Deepwater Horizon monitorships. Hui currently consults with companies as well as regulatory and enforcement authorities around the world, advising them on corporate ethics and compliance programs.
Carrie Penman, Chief Compliance Officer, NAVEX Global
Carrie has been with NAVEX Global since 2003 after serving four years as deputy director of the Ethics and Compliance Officer Association (ECOA). Carrie was one of the earliest ethics officers in America. She is a scientist who developed and directed the first corporate-wide global ethics program at Westinghouse Electric Corporation. Carrie is the author of numerous compliance related articles and commentary and is regularly featured or quoted as a compliance expert in press and publications.
