Mustafa Hersi

Mustafa Hersi is an attorney with over 15 years of experience specializing in higher education matters inclusive of regulatory compliance, transactional advising and fraud and abuse litigation. He has worked in a diverse range of complex roles, including serving as a Chief Compliance Officer for a major university, as Chief Compliance Officer for a University-led health system, as an Assistant U.S. Attorney prosecuting fraud and abuse claims in the higher education sector, in private practice at top AmLaw firms and in various capacities in house.

As the Chief Compliance Officer at Howard University Hospital, Mustafa led compliance efforts at Howard University, including conducting an internal investigation into financial aid fraud allegations that resulted in federal criminal convictions for several former employees. He also led the university’s research compliance function and had oversight over institutional review board matters, research grants and research compliance. He has expertise in matters related to research ethics, research safety and security, expert controls and human and animal research compliance. Mustafa also has extensive experience shepherding colleges and universities through program reviews by the U.S. Department of Education and has provided counseling advice to an array of colleges and universities. In private practice, Mustafa represented universities and health systems in matters involving health care fraud, higher education compliance and institutional research compliance concerns. At the U.S. Department of Justice, Mustafa led internal investigations and prosecuted health care fraud matters, export control violations and violations of the Higher Education Act as well as the Food, Drug and Cosmetic Act.
